I studied the aesthetic appearance of the walls along the Western Link. I read
numerous books and other bits of literature on general noise barrier issues.
I have also studied newspaper archives from local community newspapers about
issues relating to the Western Link during the time it was being built. By visiting
numerous sites along the tollway I was able to assess the impact of the walls
on the communities they pass through and construct a photographic record, which
is used in this report.
I have conducted a number of interviews with residents and organisations associated with this project. The Melbourne City Link Authority was set up by the Victorian Government to oversee the City Link project. An important part of its role, of relevance to this study is community consultation. Transurban City Link Limited is the company which contracted to design, build and operate City Link as a BOOT (Build-Own-Operate-Transfer) scheme. Moonee Valley City Council and Moreland City Council are the municipalities through which Western Link runs. The purpose of these interviews was to determine what these groups think are the major non-acoustic issues associated with noise barriers on Western Link.
