DELHI COURT

Delhi Court runs parallel to City Link on the western side, just before the Flemington Road exit. Like Lennon Street it is in behind the “Gateway to Melbourne” only on the opposite side. 67 Delhi Court, a block of flats at the northern end of the street, is separated from the noise barriers only by a bicycle path. The rest of the dwellings in Delhi Court have the width of the street to protect them.

Most residents interviewed in Delhi Street found the barriers very unattractive, the only exceptions said they found the barriers neither attractive nor unattractive. Yet again words like “ugly” were used to describe the barriers. Most residents said that the noise barriers had reduced noise levels. Many claimed that this had been a significant reduction. Only one resident felt that the noise barriers had not reduced noise levels, saying there had been no improvement since their construction. Another woman said that the noise during construction of the noise barriers was worse than the traffic noise.

A number of residents reported loss of views caused by the barriers. Some said not having to look at the freeway was a good thing, while others were upset by the loss of views across into Parkville. One woman said that the barriers channelled the air flow leading to an increased breeze, but said this was a good thing as it meant her washing dried easier. Some residents were worried about the landscaping at the base of the barriers saying it was quite shoddy, and not well maintained. Others were concerned about graffiti.

Most residents interviewed thought the barriers should have been more attractively constructed and decorated. Some residents felt the barriers were very cheap, and again comparisons were made to the Eastern Freeway. One resident claimed land values in the street had dropped because of the barriers. Nearly all residents interviewed thought more transparent sections should have been included. One woman however, was worried that transparent walls may act like a greenhouse, saying that residents may be like “an ant under a magnifying glass”.

None of the residents interviewed were contacted or approached by the developers. One woman said limited information was distributed, and that you could go to the library to view plans. None of the residents thought the council was doing enough to get their opinions heard by the developers. Some believed there was not much the council could do. Most residents were pleased with redevelopment works along Moonee Ponds Creek, however some also felt a lot more needed to be done. Overall most residents said the barriers were OK but be could better.
